Double Crested Cormorant (Leucistic) (Phalacrocorax auritus), Tres Rios Westlands (permit area), Maricopa County

This Double Crested Cormorant (Leucistic) was photographed by Bernard Howe on 01 December 2012.  It was found in the section of Tres Rios that requires a permit. 

Stunning near albino bird.  ID is difficult but shape of the gular patch and apparent lack of feathering on the lores most consistent with Double-crested.
